Six months after the events of The Blackwater Relay, Maria Vela and Esteban Reyes are operating their extraction firm, Vela-Reyes Extraction Services, out of the Undertow — a neighborhood where trust is hard-won and business is slow. They're building a reputation, but they're also running out of time.

Reyes is deteriorating. His wetware — the augmented hardware he depends on — is failing: misfires, blackouts, worsening pain. No legitimate avenue exists for repair; their former employer Orizon won't service a burned contractor, and the parts he needs are no longer commercially available.

The only option is Anton Rook. Rook runs Fathom Credit, the Undertow's de facto lending operation, and controls the last viable black-market augment repair network in the city. His business model is predatory by design: he keeps desperate people's failing hardware just functional enough to keep them indebted, using the hardware itself as collateral.

Maria stumbles onto something worse. While tracing a client's debt dispute, she discovers that Rook's organization has flooded the Undertow with counterfeit WellBridge units — knockoff wellness augments already worn by a third of the neighborhood — secretly modified to harvest biometric telemetry from their users. This data gives Rook's collectors precise knowledge of who is vulnerable, when they're at their weakest, and exactly how much pressure to apply.

The core tension: It's not top-down corporate surveillance — it's an insider's scheme, a neighborhood economy weaponized against itself from within. And Maria now faces an impossible bind: Reyes needs Rook's network to survive, just as she's learning that the network is actively exploiting the people around them — including Denny Osei's own family, the very person who vouched for them in the Undertow to begin with.
